1) Downloaded compressed tar files containing spectral data into working
   directory.

2) Renamed spectral data files to follow the ISO 9660 standard naming
   conventions.  Stripped header information, and placed it into a separate
   file in a uniform record format.

3) Incorporated author-supplied documentation into TABLE.TXT

4) Generated TABLE.TXT, standard table description, and ABSTRACT.TXT, title and
   abstract from the paper.
