   The file names provide the information about which Galactic latutude
   band the data are for.  The author was contacted and new versions of
   the data files were downloaded directly from the author's computer.

3) Generated TABLE.DOC, standard table description, and ABSTRACT.DOC, title and
   abstract from the paper.
