1) Downloaded compressed UNIX tar file from data submission directory.

2) Uncompressed and unpacked tar file, renamed data files to conform with
   ISO 9660 CD-ROM standard.

3) Generated TABLE.DOC, but did not fully document every table.  Author
   supplied very extensive and comprehensive data set.  Documentation only
   identifies each file in the various subdirectories.

3) Generated ABSTRACT.DOC, title and abstract from the paper.
