2) In TABLE1.DAT: moved sign of declination to single column; removed dash, '-',
   used to indicate no data in the redshifts of Mg II absorption systems;
   removed comment lines (those with a hash, '#' in byte 1).

3) In TABLE3.DAT: removed redundant column header records following quasar
   header; removed dashed lines from quasar headers; replaced lines with single
   hash (#) characters with blank lines.

4) Generated TABLE1.DOC and TABLE3.DOC, standardizing column descriptions.

5) Generated ABSTRACT.DOC, title and abstract from the paper.
